I don't have the time/ability to make this happen, but all of the
members are in a mysql database with a primary email address and a
membership number that is used for other authentication purposes.

A wee voting app could probably be done by someone with the
time/inclination to allow someone to vote on an issue if there is no
vote already recorded under their UID.  This eliminates the need for
going to a meeting to be heard, and as long as you showed up to an event
where you could pick up your membership card, you have the opportunity
to cast your vote.
