[TriLUG] Adding a cloud to an xfig image

Any graphics-oriented folks here? I am trying to take an xfig image and 
superimpose a semi-transparent cloud image on top of it.  I'm open to 
using tools other than xfig if those are better.  Happy to provide a 
six-pack or other friendly gratitude if you can help out!
