[TriLUG] OT - simulating network problems

We frequently want to simulate certain network conditions, such
as low bandwidth, high latency or dropped packets, for testing purposes.
We keep a selection of old junk equipment around to help with that, but
there is a limit to what we can do with that solution.

Anyone know of a hardware or software bits that would make it
easy to simulate those kinds of problems?
