Not with the filesystem mounted.

There is some talk on the Ubuntu forums about checking for
fsck on the way DOWN instead of on the way up.  When the
machine is being rebooted or halted, the operator would be
warned that you need to fsck... press a key now to skip it,
or wait a few seconds and run it.

That still does not work for your root filesystem.

The reason your fsck currently runs at startup is that the
filesystem is not mounted at that time, so fsck can monkey
with it.
