oXygen gets good reviews, though it isn't free in either sense.
http://www.oxygenxml.com/download.html  I'm not an XML guru, but it's
certainly the best I've tried.  They have a trial period if you want
to check it out.  I am of the belief that Cristobal found some
workable emacs plugins or something of that nature.  That's certainly
not my cup-o-tea, so I'll let him speak to that.
