This is still in alpha, but may be what you're looking for. It looks like they are building in a system to run your own Xen VMs on Amazon's EC2 cloud with their "migration module".

Thanks to all who recommended VPS providers where you've gotten good 
service. We've been using VPSland for a while now and we're getting 
ready to switch. I recommend against anybody using them. They 
contradicted what was promised on their website, lost significant 
amounts of our data, and refused to answer our emails. When we referred 
them to the BBB, they refused to answer inquiries from them, as well.

Does anybody know of a VPS host that makes a VPS truly portable? I want 
to be able to prototype my VPS locally, using Xen or VMware, and then 
deploy it to a production server at a hosting facility. I would also 
like to be able to pull snapshots of the currently running image and 
tinker with it locally. Is there anyone who actually offers VPS services 
with this flexibility, or is VPS just an alternative sale to "dedicated 
server" in their mind?
