The cable modem service consists of a number of fixed costs - the many 
provisioning costs of the "last mile," the general operating costs of 
the company, and variable costs depending on the amount of data used.  I 
don't think $10 is a realistic number because it wouldn't cover the 
fixed costs.  But maybe $30 for the lowest level connection would be 
adequate.  If TWC were to reduce prices for their lowest-usage users it 
would be a good PR move, to help offset the negative PR from the very 
high usage users who are going to pay more.
