On first boot, Debian sets up a udev rule (in /etc/udev/rules.d) that
maps a particular MAC address to a particular label (eth0, eth1, etc). 
This rule creation itself is handled by a udev rule.  That way, on
subsequent boots, you can expect the NIC's to keep the labels that they
started with.
