I think it's more a matter of not getting kicked off for being
off-topic.  Having to re-register as a new user every week, or having
topic threads removed for the same is the wrong answer for everyone,
discussers and admins alike.  Setting up a fresh forum devoted just to
this would be dandy, but, at least in my friend's case, the expertise
isn't there.

Put differently, I just don't know the right forums or sites to point
them.  When I think of the forums that I visit, they're all tied to a
project or organization; they have some united purpose, such as
education or specific project development.  An anonymous, continuing,
political discussion would not be well received.
