[TriLUG] TW and Embarq work to keep Wilson style internet from spreading

At least in wilson they have a choice other than TW or the phone company 
(we're omnipotent *snork*!).
They are going to try to do deep packet inspection, bandwidth 
throttling/caps on their subscriber base again.
