Try running Group Policy Modeling and see what exactly is being applied to
user Joe.

Google the exact error message you receive when trying to login with user
Joe.

Are you running terminal services, or are you just trying to run the
built-in client which allows two concurrent connections via RDP?  If running
TS, make sure your licensing is applied and look at your connection manager.

I would guess you have overlapping GPO's, or that the problem is somewhere
in Group Policy if Joe is a member of the Remote Desktop User Group.
