Perhaps you're confusing Rackspace Cloud Servers with RS Cloud Sites, 
but my Cloud Server has both browser-based shell and SSH access.

Re: bandwidth price, how cost effective a VPS from Rackspace is compared 
to Linode/Slicehost will definitely depend on how much bandwidth you 
regularly use. I made the recommendation on the assumption that a small, 
local charity running static pages probably does not have high traffic 
or offer large downloads.
