I expect riding on TWC's infrastructure is just about as easy as it was
for places like Intrex to sell DSL riding on top of the phone companies'
infrastructure around these parts.  This is all conjecture on my part,
but I don't see ANY incentive for TWC to share their physical plant any
more than they are forced to by the government.

Wilson's high-speed broadband was funded by bonds to build out a network
between the city government buildings.  Then they decided to spread it
out to businesses and residential access.
