[TriLUG] New TimeWarner speed increase?

Hey Reggie,

It appears this is just a burst rate for a few seconds.  Using "curl", I was able to get 2150Kbps for about 5-8secs then a sustained rate of 821KBps for the remainder of the download.  If I start multiple download instances, I get a combined max 821Kbps - so it appears the line is really capped at 821Kbps.  

2150Kbps for 10secs is excellent compared to 7Mbps I used to get.
