Unless I'm missing something this is going to be really hard. PDFs are 
basically layout documents. Nothing in the data of the PDF file would 
indicate that data is in a table. You're probably going to have to do 
some sort of fancy OCR that can detect words and table formatting, but I 
know of no such thing.
