to carry the 501(c)(3) and we haven't decided to pay money 
(an estimate of the annual cost would be helpful, but 
presumably $100-300).

Before we can vote to go 501(c)(3), the SC (or someone) has 
to present a plan to show that it will work and work into 
the indefinite future. We can't vote to go 501(c)(3) if 
there's no way of doing it. AFAICS we don't have the 
501(c)(3) option.
