I agree with some of the others that a template-based approach is probably a reasonable thing to do for a small business that doesn't really want to be in the website business.  Another thing to consider is maintaining it.  I have done a couple of sites using Squarespace.com.  They are template driven (many templates to choose from and customize if you like) and provide easy-to-use web hosting/updating for less sophisticated users.  They will give you a 14 day trial for free to try it out so you can see if it works for you and have nothing to lose.  Prices including hosting start at $13.33 per month for a 10 page site (cheaper for a yearly plan).  More pages and more features cost more, but it sounds like the entry-level plan would work for you.
