You've obviously got the DoD and NSA confused.  :-)

This sounds exactly like what I'd expect from the DoD (provided by one
of the beltway bandit consulting firms, of course).

However, what's more likely in this case is that since the 28 /8 network
is not currently in the global routing tables, providers have started
using that address space like the RFC 1918 space as the IPv4 crunch
continues.  See this link for more discussion of the issue.
