I agree.  The most common cause of such problems is bad caps.  The ends of
the electrolytic capacitors on the motherboard (and video card, if any)
should be perfectly flat.  If any are bulging up, even a little bit, they
are bad.

(On the motherboard, examine only the large ones; the little ones almost
never seem to fail on motherboards, though they sometimes do on video
adapters.)
