I dug around through /var/log/* ("ls -ltr /var/log" helps me know which files are being logged to most recently), and I found that there was no "agent" running.  The agent is supposed to keep track of the PIN codes for access.  I manually ran an agent and now it works.

I will tinker a bit to see which agent I should be running (I have two), and how to start it automatically at boot time.
