This is sadly true in my experience. In my graduate science program I 
was one of very few Americans. I would guess it was less than 5% 
Americans, with roughly 45% from India and 45% from China, and 5% other 
(these statistics are admittedly made up from my brain.) I believe we 
may be seeing so many advanced tech jobs going to foreigners because 
there really aren't that many qualified Americans who seem to be 
pursuing that career path. I also noted that my foreign counterparts in 
graduate school were often better prepared for it than I was, which I 
found impressive. Most of my fellow undergraduate students (also tech 
field) either did not pursue further education, or went into an MBA 
program. Of course, this phenomenon also occurs at the bachelors level, 
but it seemed much more dramatic to me in graduate school.
