This sounds like a supply vs demand problem.
If an employer has identified a skill set they need, they look for people to fill it.

I can see different options:

- Employ someone local with the skills
- Employ someone local without the skills, but spend time/effort/money to train them
- Find someone in the country and relocate them to your place of work (either the company or future employee pays relocation)
- Find someone in the country and let them work remotely
- Find another company that can do the work for you (either local or remote)
- Find someone out of the country and bring them in

Each option has pros/cons.

If you continue to have problems finding skills you need, work with an education institution to train people.

As an employee your part of the game is to get skills that are in (or going to be) demand.
