[TriLUG] Is TWC throttling CDN traffic (youtube/amazonprime/netflix) ?

I think this thread might be blaming the wrong company, granted there's no
love lost between me and TWC. However a 'whois' search on the two network
blocks doesn't show them owned by TWC. One is owned by Google and the one
referenced here is owned by XO Communications. XO might be a subsidiary of
TWC but that's not readily apparent.
