Sharing the network connection over bluetooth sounds like the correct
approach and the links that Bill provided look like a good start.

Once you have the connection established, you will want to direct the
client device to the correct web page. You could do this via captive portal
or by displaying a QR code on the screen which they could scan with
"barcode scanner".

Are you concerned with authentication or is being within bluetooth range
adequate authentication? You could either display a password on the screen
which they must type into their device or you could include a password in
the QR code so that it requires no typing.
