GovLinux came up as one of the 1st entries when I searched on these issues.
 http://www.govlinux.com/  Also that article I originally provided about
the history of open source in the Federal gov't., mostly provided DoD
examples in the earlier days.  So, I don't believe this generally.  There's
nothing identifiable about legions of M$ H1B contractors from India, who
pretty much swarm their campus in Redmond.  If you think they're exercising
that much control regarding possible corporate espionage, I've got a bridge
to sell you.
