Yes, you can set up an AP on their side, and a client on your side. Haven't
used one, but I believe the WRT routers can be configured
as clients. If your home attic vents face one another, this is a good
location for a DIY line of sight setup.

This makes no sense to me. As I understand, TWC has access on the street
for these properties; but will not pay for the full length
of coax to connect one of these homes.(?) The ROI for them is huge! They
(TWC) get the cable for a lower price, and they already have
the labor.  The monthly cost you pay will cover them in 1-2 months. Also,
if the house is connected, then the next resident is more likely
to use TWC.
