[TriLUG] need advice about setting GNU Mailman "require_explicit_destination" setting to No

Turn moderation on for mail that is not from members. 
Also you can directly edit the pages that mailman displays to users - so if its doing something stupid, you can correct it of bypass it (the beauty of open source)
