Carl, you definitely aren't alone.  My TWC 30/5 (was 50/5 until I
downgraded) is nearly perfect.  I think *some* of this is due to the
relative age of my neighborhood and the new'ish gear that my service
is deployed on (subdivision closed it's first house in 2006 - the year
I moved in).

My speed and latency are very good, even when I was using a Ubee
gateway.  I do have TV as well, with a single non-DVR box and a
multi-stream CableCard.
