I dealt with Skip Elsheimer at http://www.avgeeks.com/ not too long ago.

I know he can do VHS to DVDs but we used him to digitize some 8mm home movies.  He's in Oakwood in Raleigh.  We were very pleased with his quality and responsiveness.
