Safest way: send whatever data you want encrypted with GPG. Heck, you don't
even need to email documents, just upload them to curl.io, Dropbox,
whatever. Depending on your needs, and people you communicate with,
keybase.io might solve your problems with usability.

For what it's worth, the medical community uses something called "secure
fax" for HIPPA compliance, which is considered superior to emailed PDF's.
Using it requires you to control both the sending an receiving end
physically.

Banks and some medical institutions usually set up a secure document
exchange website: one person uploads a document, another one goes to the
site, logs in and downloads it. Everything is done over HTTPS and the
bank/hospital controls the site's hardware/software so it's secure up to
the point where it enters your computer (at which point it's your
responsibility, naturally).
