I don't know about faster (I've actually read the opposite), but 32 bit OS
will definitely consume less memory, especially depending on the
applications you plan on using. For example, MySQL generally consumes a lot
more RAM on a 64 bit system than a 32 bit one due to having lots of
pointers (this holds true for small MySQL data sets. The larger it gets the
less of an issue this becomes).
