Cadence config is not in /etc it is in your home so...

/home/(yourusername)/.config/Cadence/GlobalSettings.conf

or to make life simpler

vim ~/.config/Cadence/GlobalSettings.conf

Typing that no matter the location will direct you to your instance of that
config.
