[TriLUG] Blocking a linux laptop (Mint 17) from connecting to an open wifi ap.

I believe it’s possible to have network-manager require a root password to change network settings, would that be a possibility? I seem to recall having a lot of fun getting wifi to work *without* a root password in the past.
