One option is a locally-owned carrier called Britsys: 
http://www.britsys.com/  -- they're a little pricier than BellSouth, but
they have excellent support.  (Their web page says they only serve GTE
territory but I believe they are changing that.)  Another option is
speakeasy or one of the other Covad resellers --
http://www.speakeasy.net/ .  Both of these should offer static IP.  See
http://www.dslreports.com/ for a nationwide directory.

Actually, the dynamic IP services work fairly well, because services
like Road Runner and BellSouth DSL don't change the IP addresses very
often.  And if you have it configured correctly, it only takes a few
seconds to get everything updated with the IP changes.  But I agree it's
more complex to set up.
