dial up ISP recommendations

Try http://www.funport.com

They are based out of florida but basically resell uunet dailup (and 
maybe 1 or 2 other providers)

So you get the pops of uunet with better support from a smaller more 
personable company.

We used them at my last job and didn't have any problems.
