You can always use something like SuperNews 
(http://www.supernews.com/). There are others. Of course, that will 
increase monthly cost a bit.

Just use public NTP servers. If you use one owned by a company, 
institution, etc. you should ask permission or at least let them know. 
But there are other ones which you can just use like time.apple.com.
