It's a registry setting, though I don't know where precisely it is in XP. I
don't believe it's something configurable from the standard control panels
(typical MS - Hide the security controls).
I believe you can find it in the local security policies. Look in
Administrative Tools|Local Security Policy|Local Policies|Security Options
In 2K I see it listed as "Additional restrictions for anonymous
connections".
