These are two legitimate open Contract DBA positions located on MCAS Cherry
Point in Havelock, NC (for those of you out there who are geographically
challenged -- we’re down US 70 between New Bern and Morehead City, NC).

DATABASE ADMINISTRATION/DEVELOPMENT in Support of the FRC-EAST, onboard
Marine Corps Air Station, Cherry Point.  

 

 

Rollout Systems is looking for a DATABASE ADMINISTRATION/DEVELOPMENT SUPPORT
in support of a Government contract in Havelock, North Carolina.   

 

The candidate shall perform all services and tasks associated with the
environmental aspects of a database and provide technical and program
support for a maintenance organization which uses extensive corporate
databases for day-to-day operations with requirements to maintain, program,
organize and manipulate extensive databases to meet the data processing and
analytical or research needs of the organization. The contractor shall
coordinate and collect database requirements, perform application
development for databases, develop software that works closely/interacts
with a database, and serve as database analyst, data modeler, or data
architect.  

 

Database development shall be done in accordance with the contractor’s
approved Software Development Plan (SDP).  The contractor shall submit a
single Software Test Plan (STP) that includes a single Plan of Action and
Milestones (POA&M) for scheduling test activities for each project assigned
by the government.  These documents are subject to government review and
approval.  The contractor shall propose a means of tracking and documenting
the assignment and completion of all database development tasks.  The
contractor shall utilize their proposed tracking system in reporting task
assignments that are in-process or completed in accordance with the monthly
report. Testing will follow the approved STP that describes plans for
qualification testing of Computer Software Configuration ITEMS (CSCIs) and
software systems.  The STP will describe the software test environment to be
used for the testing, identifies the tests to be performed, and provides a
POA&M for scheduling test activities.  The STP enables the government to
assess the adequacy for planning for CSCI and, if applicable, software
system qualification testing.   The results shall be documented on a
Software Test Report (STR), consisting of a record of the qualification
testing performed on a CSCI, a software system or subsystem, or other
software related item.  The STR enables the government to assess the quality
of software testing and its results.

 

 

 

Typical tasks and duties associated with this position are as follows:

 

·         Database Administrator

 

o    Determine proper file organization and organize and manipulate
corporate (FRC-East) databases to meet data processing and analytical needs.

 

o    Generate physical layouts, indexing methods, and links.

 

o    Calculate disk space requirements for tables and indexes.

 

o    Update support files, lists, and tables.

 

o    Create database accounts, manage database security, and provide login
administration

 

o    Monitor performance and disk I/O. 

 

o    Tune database to ensure effective and efficient access and memory
management.

 

o    Perform corrective maintenance.

 

o    Create and test backup’s scripts.

 

o    Perform backup and recovery of databases.

 

o    Install, configure, and upgrade database software based on approved
SIP.

 

o    Verify data integrity.

 

o    Define and/or implement access controls to the data.

 

o    Ensure maximum uptime of data systems.

 

o    Ensure maximum performance given budgetary constraints.

 

o    Provide data-management support for systems involving approximately
2400 Oracle tables.

 

o    Perform data mining and data warehousing while working in the Data Mart
Architecture to store data.

 

o    Perform Information Assurance Vulnerability Alert (IAVA) maintenance as
required by Navy Cyber Defense Operations Center.

 

·         Database Developer

 

o    Coordinate and collect database requirements

 

o    Determine how and where information is stored

 

o    Model the database architecture and ensure it supports the business
needs.

 

o    Document, organize, and communicate the requirements for the database

 

o    Design Oracle databases and tables

 

o    Develop data dictionaries, data models, metadata repositories, Entity
Relationship Diagrams (ERD) and documentation

 

o    Ensure code is properly tuned code to minimize user wait time.

 

o    Provide direct support for determining and developing information
solutions in the form of metrics, trend analysis, business proposals, cost
estimates and budget submissions in related to FRC Level Metrics portion of
the NAVAIR Airspeed Project with regard to Database programming and Web
Report development.

 

o    Develop and convert Data Warehouse reports to web based reports in
accordance with approved SDP. 

 

 

 

In addition, Performance Standards (PS) associated database administration
responsibilities are as follows:

 

·         Database Administrator

 

o    Recoverability: For all databases that experience events which create a
database recoverability requirement, the contractor must recover 100% of the
data.  Acceptable Quality Level (AQL) is 95%. 

 

o    Security: Perform all Information Assurance Vulnerability Alert
maintenance within 8 hours of being assigned these tasks.  No security
violations pertaining to unauthorized access or disclosure of information.
AQL is 100%. 

 

o    Data Availability: All databases are to be available at all times to
the user and the programs that need them.  AQL is 95 %.  4. Login
administration: All users having current credentials can log in 100% of the
time.  AQL is 98 %.  The Government will rely partly on customer
satisfaction surveys and customer complaints, if applicable, to measure the
contractor’s success in achieving the required AQL.

 

·         Database Developer

 

o    Successful execution of ALL approved Software Test Plans, on schedule
based on the Plan of Action and Milestone (POA&M).  AQL is 98% for the STP
and 98% for schedule.

 

 

 

Requirements 

 

The Database Administrator (DBA) must have hardware knowledge on Unix and
Windows-based platforms in order to prevent database performance being
impacted by hardware bottlenecks. The contractor shall provide a single
Software Installation Plan (SIP) for projects as required.  The SIP provides
a plan for installing software at user sites; the SIP shall include, but not
be limited to:  preparations, user training, and conversion requirements
from existing systems.  The SIP is developed when the installation of the
software will require developer involvement at the user sites, or when the
installation process will be sufficiently complex to require a documented
instruction. For software embedded in a hardware-software system, a fielding
or deployment plan for the hardware-software system may make a separate SIP
unnecessary.  The SIP shall be provided in accordance with CDRL A006 and
shall describe the general nature of the system and software; summarize the
history of system development, operation, and maintenance; identify the
project sponsor, acquirer, user, developer, and support agencies; identify
current and planned operating sites; provide Plan of Action and Millstones
(POA&M) for overall planning, coordination and preparation for installation;
and list other relevant documents.

 

Candidate is required to work in accordance with the same schedules as the
Government office that they are supporting.  Note that contractor personnel
may be required to deviate from their normal work schedule up to 10% of the
time to provide required support to avoid disruption of services.  Candidate
must be able to work in a group environment.  

 

Candidate must have Oracle database experience.

 

All candidates must be eligible to obtain a U.S. Secret clearance.

 

Candidate must have the Security+ and CIWSP or be able to obtain within six
months of employment.
