If you want static ip, you can get PortBridge/ipass (a local ISP) DSL with 
static ip, no contract, anywhere you had Telocity/Directv or BellSouth DSL 
(which is most BellSouth territory, including remote terminals with 
min-dslams) for $55 a month no contract.   Soon also Britsys.

For those close to a Central Office (but not those on remote 
terminals),  Worldcom DSL via Cyberonic is a fantastic deal (unmatched 768K 
upload) with up to 5 static ip's starting at $50 a month or so.  I have it 
in Cary and it is fantastic - right on the Worldcom backbone (not 
back-hauled to the ISP).
