Actually, non-US is reserved for packages and software that cannot be
exported from the US, and therefore is developed and hosted elsewhere in the
world.  The main reason for this distinction is that this software cannot be
retrieved from a US server by anyone overseas, or also because they cannot
be stored on a US server due to patent issues.  See this link for more
