Every car, truck or motorcycle I've ever measured charged at ~14.5V
(when operating correctly) measured at the battery terminals.  The
specifications in the service manuals state 13.5V to 14.5V as the
correct range (depending on battery condition) for all modern
cars (there could be a few exceptions, like electrics).

At 16-18V, the voltage regulator would be considered malfunctioning.

As an aside, a new automotive (or motorcycle, lawn tractor, etc.)
battery is actually 12.6V when fully charged.
