I would suggest hiring an SVG developer to implement this.  I would say 
you could use a combination of SVG and JavaScript/CSS to do everything 
you're talking about.
That - or you could possibly utilize the OSS version of Autodesk 
Mapguide Enterprise - https://mapguide.osgeo.org/
I have had some experience with a very similar project and Mapguide 
Server did an admirable job.
