[TriLUG] NCNearSpace balloon launch TRACKING ISSUES

There was a brief outage on the APRS site, should be all better now.

The balloon has passed 60,000 feet and the SPOT GPS has stopped
transmitting as expected.  We should regain GPS updates once the
balloon has burst and the payload falls below the 60k ceiling.
