Have you checked the wireless channel spectrum? This is a common issue when you get interference. If you do find this to be the issue you should be able to change the channels in the wireless router. There is an awesome app for Android called Wifi Analyzer that will let you know if you have similar channels nearby. 

Other than that, I have run into old wifi radios that seemed fine but were just flakey. I replaced them and problem resolved.

It's a mix of wired and wireless clients, mostly Macs, but the issue is platform agnostic, with the wireless connection dropping out on laptops, phones, etc. The signal is strong, and my tools all show a good connection, but packets aren't getting to/through the router.
