Probably.

Except for rolling releases, my experiences in upgrading major versions
are filled with bitrot.

However, if you want to make sure not to install systemd, perhaps
upgrading might be better. That being said, there are documents telling
how to install Debian 8 (Jessie) without systemd. Or better yet, switch
to Devuan, which is Jessie without systemd.
